  • krandatām aśru - bindavaḥ — the teardrops of those who are crying
Krandat (weeping) + aśru (tear) + bindu (drop). The brāhmaṇa's tears, not the king's documents, set the duration of punishment. Gauḍīya principle: the offended one's grief is the cosmic clock.
  • hṛta - vṛttīnām vadānyānām kuṭumbinām — of generous family-supporting (brāhmaṇas) whose livelihood has been stolen
Hṛta (stolen) + vṛtti (livelihood) + vadānya (generous) + kuṭumbin (householder). The detail matters: the worst case is theft from a brāhmaṇa who is generous and has dependents — because his tear runs through the hunger of his children.
  • niraṅkuśāḥ — uncontrolled
Nir (without) + aṅkuśa (the elephant-goad). The image: a king with no rod over himself, like a rogue elephant. The Bhāgavata's diagnosis of unaccountable power.
  • kumbhī - pākeṣu pacyante — they are cooked in the hells called Kumbhīpāka
Kumbhī (pot) + pāka (cooking) + pacyante (are cooked). The specific narakaloka named for this offence (SB 5.26 lists it). Brāhmaṇa-theft has its own assigned hell — the punishment is not generic suffering but a named destination.
For as many years as there are particles of dust touched by the tears of generous brāhmaṇas who have dependent families and whose property is stolen, uncontrolled kings who usurp a brāhmaṇa’s property are cooked, along with their royal families, in the hell known as Kumbhīpāka.
Viśvanātha Cakravartī Ṭhākura Gauḍīya
Translation
For as many years as there are particles of dust touched by the tears of generous brāhmaṇas who have dependent families and whose property is stolen, uncontrolled kings who usurp a brāhmaṇa's property are cooked, along with their royal families, in the hell known as Kumbhīpāka.
Commentary

The kings and those born in his family must suffer.

Jīva Gosvāmī Gauḍīya
Commentary

Kṛṣṇa describes hellish life in two verses. These brāhmaṇas welcomed guests (vadānyānām), had their wealth stolen, and then cried in sorrow because they were unable to maintain their families without that wealth. In order to show the number of years in hell this description is given. However, even if the brāhmaṇa does not weep, the same hellish result occurs. Kings who are independent and who steal the brāhmaṇa’s wealth, are cooked by Yama’s servants in each one of the Kumbīpāka hells for as many years as there are brāhmaṇa’s tears in the dust.

A brāhmaṇa's tear hits the dust; the dust-particles wet by that tear count out the years of punishment. The Bhāgavata's image is exact: cosmic justice is measured by the visible damage to the wronged — sand by sand, drop by drop.
