A person who is condemned by a brāhmaṇa or is always fearful to other living entities is not favored either by those who are already in hell or by those in the species in which he is born.

A practical example of a condemned species of life is the dog. Dogs are so condemned that they never show any sympathy to their contemporaries.

Translation
The inhabitants of hell, and those around him when he takes another birth, do not show favor to the person who has been punished by the curse of a brāhmaṇa, who have given fear to other living beings. The accusative case can be substituted for the genitive case. Those in hell and those situated where he takes birth again do not show him favor.
