  • pūrṇasya — of the perfectly complete one
Pūrṇa — full, complete. The same word used in the Īśa Upaniṣad's pūrṇam adaḥ pūrṇam idam. Bhagavān is pūrṇa, and yet His devotee gives Him gifts. Gauḍīya doctrine: dāna to the pūrṇa is the only dāna whose value is not in the gift but in the giving.
  • bhaktitaḥ — out of devotion
Bhakti + ablative suffix -taḥ — 'from devotion'. The motive of the entire gift is named explicitly: not dharma, not custom, not display. Bhakti. Gauḍīya kīrti-bhakti is the same root in act: action poured outward from the bhāva that gives.
  • dāsībhiḥ — with maidservants
Dāsī — the same word the queens have applied to themselves (verses 10, 14, 39). The bride brings dāsīs to serve, but she calls herself a dāsī too. The chapter quietly collapses queen and maidservant into a single bhakti-category.
  • mahā - arhāṇi — extremely valuable
Mahā (great) + arha (worthy). The qualifier applied to the āyudhas Bṛhatsena gives. Bṛhatsena's gifts to Bhagavān, who is Himself the bearer of every weapon, must be mahā-arha to be worth offering at all. The act is pure relationship — Kṛṣṇa has no need, the father has every need to give.
  • bhaṭa - ibha - ratha - vājibhiḥ — with foot soldiers, elephants, chariots, and horses
Compound of the four traditional aṅgas of the army. Bṛhatsena gives a complete caturaṅginī as part of the dowry — the same word appeared at verse 13-14 in Nagnajit's gift to Kṛṣṇa with Satyā. The pattern of royal dāna repeats.
With devotion he presented the perfectly complete Lord with a number of maidservants bedecked with precious ornaments. Accompanying these maidservants were guards walking on foot and others riding elephants, chariots and horses. He also gave the Lord extremely valuable weapons.

The Supreme Lord is pūrṇa, perfect and complete in Himself. He requires nothing for His satisfaction. Knowing this, a pure devotee makes offerings to the Lord only out of love, bhaktitaḥ, with no expectation of material profit. And on His part, the Lord happily accepts even a small gift of flowers, tulasī leaves and water when it has been offered in love.

Viśvanātha Cakravartī Ṭhākura Gauḍīya
Translation
With devotion he presented the perfectly complete Lord with a number of maidservants bedecked with precious ornaments. Accompanying these maidservants were guards walking on foot and others riding elephants, chariots and horses. He also gave the Lord extremely valuable weapons.
Commentary

My father gave priceless weapons along with female servants to the Lord, who is perfect (purnasya), out of devotion (bhaktitah), because by devotion the Lord will accept even leaves or flowers.

Jīva Gosvāmī Gauḍīya
Commentary

The king gave servants endowed with all wealth of ornaments and new youth and similarly endowed army with four parts. Or he gave, along with all wealth and servants, brave foot soldiers etc. He gave so generously because of his devotion (bhaktitaḥ). It was already said that the Lord accepts even leaves if given with devotion. (SB 10.81.4) The example of the sun and lamp should be considered. Raver dīpam ivādṛtāḥ: these presentations were like the offering of a lamp to the sun. (SB 1.11.4)

Related verses

Now Bṛhatsena turns toward Kṛṣṇa Himself — the only recipient he calls pūrṇa, the perfectly complete. The dowry includes maidservants ornamented, infantry-elephant-chariot-horse divisions, and mahā-arha weapons. To give to Bhagavān is the strangest possible act — He lacks nothing — yet bhakti gives anyway, because the giving itself is the relationship.
