  • mā bhaiṣṭa — don't be afraid
The classic Vraja-shelter formula: 'do not fear.' Kṛṣṇa's standard speech to Vrajavāsīs facing demons, fire, storm. Gauḍīyas note: abhayaṁ pratiṣṭhām (BG 16.1) — fearlessness — is Bhagavān's first gift to His shelter-takers. The gopī gives the gift in His voice.
  • vāta-varṣābhyām — from wind and rain
Dual: vāta (wind) + varṣa (rain). The specific elements of Indra's storm at Govardhana. The gopī picks the right disaster to play — she is not improvising; she is citing scripture.
  • trāṇam-vihitam-mayā — your deliverance has been arranged by me
Phrase: trāṇa (deliverance) + vihita (arranged) + mayā (by me). The verb-phrase Kṛṣṇa uses in His own mouth when offering shelter. The gopī speaks His sentence to her sisters — for an instant, Vraja has its protector back.
“Don’t be afraid of the wind and rain,” said one gopī. “I will save you.” And with that she lifted her shawl above her head.

Here a gopī enacts Lord Kṛṣṇa’s pastime of lifting Govardhana Hill.

— A.C. Bhaktivedanta Swami Prabhupāda
Viśvanātha Cakravartī Ṭhākura Gauḍīya
Translation
"Don't be afraid of the wind and rain," said one gopī. "I will save you." And with that she lifted her shawl above her head.
Commentary

In order graphically to depict the Govardhana pastime, one gopi with great care (yatanti) took her upper cloth and raising it above her head imitating Krsna’s lifting Govardhana.

Jīva Gosvāmī Gauḍīya
Commentary

When wind arose they enacted the Govardhana pastime. The fire in verse 22 the pastime was not enacted because imitating intense fear would restrict śṛṅgāra-rāsa.

Śrīdhara Svāmī Gauḍīya
Commentary

Absorbed imitation, she used only words, or absorbed in the pastime, she felt if the wind was actually present. This is also true of verse 22 and other enactments. This indicates that because of the separation, they had lost strength to enact with the whole body. She held her shawl high or for a long time, imitating lifting Govardhana.

A child who has heard the story of her father holding off the storm will, when the next storm comes, lift her own jacket above her playmates' heads and announce: 'I will protect you.' The gopī lifts her shawl as Kṛṣṇa lifted Govardhana — Vraja's children grow up rehearsing His shelter.

Govardhana lifted

When Indra sent torrential rain to punish Vraja for honoring Govardhana hill instead of him, seven-year-old Kṛṣṇa lifted the entire hill on the little finger of His left hand and held it as an umbrella for seven days (SB 10.25). Vraja stayed dry; Indra came down to apologize.

The gopī lifting her shawl in this verse is performing that pastime in miniature. Gauḍīyas savor that Vraja's children play 'lift Govardhana' the way other children play 'ride the horse.' Kṛṣṇa's heroism is their nursery rhyme.
