D - Dwarf Incarnation (15-24) When the demons came back and gained an upper hand on the demigods, Lord Vamanadeva appeared as the son of Aditi. The unassuming Dwarf incarnation humbly begged three steps of land from Bali Maharaja. Though Sukracarya warned his disciple that the Lord had come to trick him, Bali rejected his guru and remained determined to honour dharma and fulfil Vamanadeva’s request. He thus went down in history as one of the twelve great personalities (mahajanas) for first giving the Lord the entire universe, and then surrendering his very self. We come into the world empty-handed and leave empty-handed. If in the interim we can dedicate everything to Krishna, we escape the trap of attachment and the subsequent suffering that comes with it.

Aditi and the Dwarf Incarnation

D - Dwarf Incarnation (15-24) Aditi and the Dwarf Incarnation Chapter 16, 17, 18 When the demigods fled, their mother, Aditi, became morose. Observing her demeanour, Kasyapa Muni tried to ascertain the cause and advised her that only the Lord could provide permanent solutions to life’s problems. When she enquired how to worship the Lord and seek His shelter, Kasyapa guided her through the intricate details of the payo-vrata sacrifice (a rigorous austerity in which one subsists only on milk). After successfully completing the twelve-day sacrifice, the Lord suddenly appeared before Aditi, much to her delight. Aditi offered prayers in a faltering voice, and without her even mentioning it, the Lord understood her motherly concern for the demigods. Because of her devotion and Kasyapa Muni’s austerities, the Lord reassured them that He would find an ingenious way to overthrow the demons. By mystic perception, Kasyapa Muni understood that the Lord had entered within him, and he thus impregnated Aditi. At the auspicious hour, Lord Vamanadeva appeared in the world, equipped with all transcendental paraphernalia, and then assumed the form of a dwarf brahmacari . Various demigods and sages spontaneously arrived to celebrate the Lord’s advent, bringing Him gifts of love and beautiful praise.

Bali's Fightback

D - Dwarf Incarnation (15-24) Bali's Fightback Chapter 15 While detailing the Manus, Sukadeva Goswami briefly mentioned the incident of Bali Maharaja and Vamanadeva in the Vaivasvata Manu. Maharaja Pariksit requested to know more about this. After being crushed by the demigods, Bali Maharaja and the demons were mystically revived back to good health by the grace of Sukracarya, their guru. The brahmana friends of Bali Maharaja then engaged him in a sacrifice to gain cosmic control ( visvajit-yajna ), and as a result he received celestial equipment and formidable boons to multiply his power. With renewed vigour and enthusiasm, Bali Maharaja laid siege on Indra’s beautiful city. Brhaspati, the guru of the demigods, informed them that they stood no chance unless the Lord personally appeared. The demigods thus fled in fear as the demons took control of the heavenly domain. Determined as ever, Bali continued to perform sacrifices to strengthen his position and increase his influence.

Donation for the Dwarf

D - Dwarf Incarnation (15-24) Donation for the Dwarf Chapter 18, 19, 20 Vamanadeva journeyed to Bali Maharaja’s sacrificial arena and appeared in the assembly looking like a young, innocent brahmacari . The priests fittingly received Him, while Bali Maharaja humbly washed His feet. Stunned by His beauty and effulgence, Bali openheartedly offered Him any charity He desired. Vamanadeva glorified Bali Maharaja’s generosity, which was in keeping with his family tradition. After all, great personalities like Prahlada Maharaja had appeared in this lineage. The Dwarf incarnation then made His request for a mere three steps of land. Bali Maharaja encouraged Him to ask for more, while Sukracarya vehemently warned his disciple not to give even an inch! The spiritual master of the demons was well aware of the Lord’s ingenious plan, which would strip Bali Maharaja of everything and reinstate the demigods into power. He deviously suggested a get-out clause to save the day. Uninterested and undeterred, Bali Maharaja rejected Sukracarya and readily agreed to Vamanadeva’s request, seeing it as his duty and religion to wholeheartedly offer charity to a brahmana. How could he retract his promise? When Bali Maharaja agreed to His request, Vamanadeva miraculously expanded Himself and Bali witnessed the entire creation resting within His body. With His first step, the Lord effortlessly covered the entire surface of the world, and by extending His body further, He covered the entire sky. With His hands He covered all directions. Then, with His second footstep, He covered the entire upper planetary system. Having comprehensively occupied everything in creation, the question remained as to where the Lord would place His third step.

Matsya Avatara

D - Dwarf Incarnation (15-24) Matsya Avatara Chapter 24 Responding to Maharaja Pariksit’s enquiry, Sukadeva Goswami narrated the pastimes of Matsya, the first incarnation of the Lord, who appeared in two different Manvantaras. When the demon Hayagriva wanted to steal the Vedic knowledge away from Lord Brahma at the time of annihilation, the Lord appeared as a fish. Matsya avatara killed the demon, saved the Vedas, and then delivered that knowledge to Brahma when he awakened from slumber. [ 26 ] When King Satyavrata, who subsisted only on water, offered shelter to a small fish and kept it in a water jug, he wasn’t aware that it was the Supreme Lord. The fish expanded His body, and though the king offered bigger and bigger residences, from a jug, to a well, to a lake, and to the sea, it was all insufficient. The King then understood the fish’s divine identity. The Lord informed him that there would be an inundation within a week during which the King and all living entities would be protected in a boat which would be attached to the transcendental fish’s horn. This indeed transpired. Having been saved, King Satyavrata offered many beautiful prayers to the Lord. In response, the Lord illuminated Satyavrata with the essence of Vedic wisdom.

Prahlada's Reassurance and Demigods Reinstated

D - Dwarf Incarnation (15-24) Prahlada's Reassurance and Demigods Reinstated Chapter 22, 23 Seeing his grandson’s incredible display of surrender, Prahlada Maharaja arrived there and reassured Bali that he was actually the fortunate recipient of the Lord’s mercy; when the Lord especially favours someone, He takes everything away. Lord Brahma and Bali’s wife, Vindhyavali, glorified the supremacy of the Lord and offered various prayers. When they requested that Bali Maharaja be released, the Lord happily agreed and promised him all protection. Seeing Bali Maharaja’s humility and sincerity, Lord Vishnu awarded him the special planet known as Sutala. Aditi’s desire to reinstate the demigods was thus fulfilled, as – Indra and the other cosmic rulers resumed their responsibilities within the universe.

Surrender

D - Dwarf Incarnation (15-24) Surrender “The Supreme Personality of Godhead, Krishna, advises, sarva-dharman parityajya mam ekam saranam vraja : “Give up all other varieties of religion and just surrender unto Me.” The common man does not appreciate such a statement by the Supreme Personality of Godhead because he thinks that during his lifetime his family, society, country, body and relatives are everything. Why should one give up any one of them and take shelter of the Supreme Personality of Godhead? But from the behaviour of great personalities like Prahlada Maharaja and Bali Maharaja we understand that surrendering to the Lord is the right action for an intelligent person. Prahlada Maharaja took shelter of Vishnu against the will of his father. Similarly, Bali Maharaja took shelter of Vamanadeva against the will of his spiritual master, Sukracarya, and all the leading demons.” (SB 8.22.9) In the Bhakti-rasamrita Sindhu (1.2.265) Rupa Goswami delineates the nine processes of devotional service, and the various personalities who perfected those practices. When he comes to atma-nivedanam , the act of complete surrender, he establishes Bali Maharaja as the shining example ( sarvasvatma-nivedane balir ). This is the ultimate goal established by Krishna at the conclusion of the Bhagavad-gita, where he implores Arjuna to abandon all religious duties ( dharma ) and embrace complete surrender. Bali Maharaja fully embodied this spirit of a Vaisnava that Bhaktivinoda Thakura sings of: “Mind, body, and family, whatever may be mine, I have surrendered at Your lotus feet, O youthful son of Nanda!” (Bhaktivinoda Thakura, Saranagati)

Surrender - Natural but Gradual

D - Dwarf Incarnation (15-24) Surrender Surrender - Natural but Gradual Such surrender is actually the easiest and most natural thing in creation. Since the essence of our being, as eternal servants of Krishna, lies in being completely aligned to the will of God, when we try to avoid it we inevitably struggle in problems and pain. Although completely natural, the reality is that the process must be gradual. In the journey of Krishna consciousness there is an external and internal surrender. We begin with the most tangible and measurable things, the external aspects of the process. Once we have embraced that, we progressively try to deepen our internal mood and consciousness. Indeed, this aligning of the activities and mind brings one to a liberated platform: “ One who engages in the transcendental service of the Lord in body, mind and word is to be considered liberated in all conditions of material existence .” (BRS 1.2.187) We begin with the externals. Following scriptural injunctions, the acaryas have prescribed a set of devotional practices which include reading, chanting, worshipping and finding practical ways to serve Krishna. These items of bhakti allow us to live and function with Krishna in the centre. Along with such devotional practices, we embrace a certain lifestyle. There are certain yamas (don’ts) and niyamas (dos) and we adopt those habits knowing that they aid the spiritual practices we are performing. Along with the personal practices and lifestyle, the practitioner also assumes a spiritual identity. They surround themselves with spiritual people, conducting their social life with spiritual elements incorporated, re-aligning their life goals and aspirations, and identifying themselves with a particular spiritual group or movement. This external surrender is indeed a seismic shift in someone’s life. Yet Krishna goes further. Surrender cannot be reduced to external adjustments. In essence, surrender means a change of consciousness and a change of heart. When defining surrender, Bhaktivinoda Thakura outlines six cardinal principles: “The six divisions of surrender are the acceptance of those things favourable to devotional service, the rejection of unfavourable things, the conviction that Krishna will give protection, the acceptance of the Lord as one’s guardian or master, full self-surrender and humility.” ( CC Madhya 22.100 ) The first two items relate to the mind, which is always accepting and rejecting. For the surrendered soul, the activities of the mind are aligned with pleasing Krishna. Indeed, Krishna explains that one should purify the mind and use it as a means for elevation. The second two items refer to our intelligence. Material intelligence is based around the consciousness of being the controller and enjoyer, calculating and concluding on immediate action and reaction, without seeing the bigger picture. For the surrendered soul, one’s intelligence is founded upon the scriptural understanding that Krishna is the controller, enjoyer and ultimate object of service. The final two items deal with the ego. Pride and selfishness haunt those who are rooted in the bodily concept of life and plagued by false ego. When one surrenders, the real ego of being a menial servant and simple instrument, brings with it a profound depth of humility and selflessness. As we live a life of surrender, our vision evolves. Instead of seeing the world and everything within it from our point of view, we’ll begin seeing it from Krishna’s point of view. He will receive the first communication in the day, the first consideration in any decision, the first show of gratitude in success or failure, and the first place in our hearts.

Previous Types of Surrender Next Sustainable Surrender Last updated 1 year ago

Sustainable Surrender

D - Dwarf Incarnation (15-24) Surrender Sustainable Surrender While aspiring for such deep surrender, our progress towards that end goal must be incremental, realistic and sustainable. If we adopt a practice of surrender which is beyond our means, we may well find we lose hope and enthusiasm altogether. In the name of surrender, we can end up neglecting ourselves and thus erode our ability to continue the journey. In our aspiration for surrender, we can often undertake rigorous commitments in spiritual practice, and accept high levels of practical spiritual responsibilities. While commendable, we must judge whether it’s sustainable. We may embrace a life which mirrors our aspirations, but we may not have the capacity to live at that level just yet. Thus, when crafting our own individual process of surrender, we must consult others to see how to bend ourselves without breaking. In the pursuance of complete self-surrender, we should ensure that there are healthy inputs on the bodily level (physical health), mental level (good relationships) and spiritual level (good sadhana ). Neglecting these vital elements will, in most cases, almost certainly impede one’s progress to pure surrender.

Types of Surrender

D - Dwarf Incarnation (15-24) Surrender Types of Surrender Some people surrender to God because they are scared; they fear the consequences of rebelling against His will, and thus embrace surrender to preserve their comfort and security. Others surrender to God out of helplessness; having tried everything else, they see no other recourse or option. Some surrender with selfish motivations in mind; they know that a powerful superior can help them achieve what they want. Beyond all such types of surrender, is a spontaneous surrender out of love. This kind of surrender, which is what Krishna recommends, is total and perfect – completely aligning our will with the Supreme will, knowing the happiness of the Lord is not separate from our own. Jesus Christ, for example, surrendered totally and willfully. On the cross his last words were, “Father, into Thy hands I commend my spirit.” (Luke, 23.46)

The Third Step

D - Dwarf Incarnation (15-24) The Third Step Chapter 21, 22 The demigods glorified the extraordinary acts of the Lord, while the demons complained and criticised. In a fit of fury, they attacked Vamanadeva, but were comfortably dispatched by the various associates of Lord. The demons were driven out, while Bali Maharaja was arrested and brought to the Lord. Lord Vishnu enquired from Bali Maharaja about where to place His third step. Failure to do so would mean instant punishment. Troubled by his inability to honour his word, Bali considered deeply what to do. He was then inspired to offer his head as the place for the third step. This is akin to those who sacrifice their entire lives to selflessly serve the Lord. The Lord thus became famed as Trivikrama, ‘He who took three great strides,’ and Urukrama, ‘He who performs wonderful acts.’

Lord Brahmā was accompanied by all the great sages, headed by Marīci, and by yogīs like Sanandana, but in the presence of that glaring effulgence, O King, even Lord Brahmā and his associates seemed insignificant.
Viśvanātha Cakravartī Ṭhākura Gauḍīya
Translation
Śukadeva Gosvāmī said: O King! After seeing his planet touched by Vāmana’s foot, Lord Brahmā, his abode, his effulgence and his own form became dim by the light from the effulgence of Vāmana’s moon-like toe nails. He offered respects to the Lord and the great sages headed by Marīci and by yogīs like Sanandana also offered respects to the Lord. In the Twenty-first Chapter, Brahmā worship Vāmana, Bali forbids the demons from attacking, and Garuḍa, knowing the Lord’s intentions, ties up Bali. In the last chapter it was mentioned Vāmana’s foot reached Brahmaloka. Then what happened? Seeing Satyaloka with the moon’s of Vāmana’s toe nails, Brahmā approached the Lord. Marīci and others also went. They offered respects and Brahmā offered respects. Verbs should be supplied for both subjects. Brahmā, whose effulgence and abode were dimmed by the moons of the nails of Vāmana, was also made dim by the moons of his toe nails. Thus the moons of his toe nails eclipsed Satyaloka, his effulgence and Brahmā himself.
When Brahmā saw his Brahmaloka effulgence reduced by Vāmana's toenails, he approached the Lord with all the great sages. Even the highest demigod's residence dimmed before the Lord's foot. Brahmā does not resist; he comes to worship.
Reflection Questions
  • When my own 'effulgence' is dimmed by a greater presence, do I resist or come to worship?
  • Where am I clinging to my brightness when the dharmic response is to recognize the brighter?

Lord Brahmā, who personally appeared from the lotus in the navel of whom (the Personality of Godhead).
Among the great personalities who came to worship the lotus feet of the Lord were those who had attained perfection in self-control and regulative principles, as well as experts in logic, history, general education and the Vedic literature known as kalpe [dealing with old historical incidents]. Others were experts in the Vedic corollaries like Brahma-saṁhitā, all the other knowledge of the Vedas [Sāma, Yajur, Ṛg and Atharva], and also the supplementary Vedic knowledge [Āyurveda, Dhanurveda, etc.]. Others were those who had been freed of the reactions to fruitive activities by transcendental knowledge awakened by practice of yoga. And still others were those who had attained residence in Brahmaloka not by ordinary karma but by advanced Vedic knowledge. After devotedly worshiping the upraised lotus feet of the Supreme Lord with oblations of water, Lord Brahmā, who was born of the lotus emanating from Lord Viṣṇu’s navel, offered prayers to the Lord.
Viśvanātha Cakravartī Ṭhākura Gauḍīya

The Vedas, Upavedas, Nyāya scriptures, histories, the aṅgas of the Vedas, Purāṇas, Saṁhitās, along with yamas and niyamas, and persons purified of sinful acts by the fire of knowledge which was ignited by the air of yoga, persons who had attained Brahmaloka (which is devoid of karma-kāṇḍa) by the power of remembering the Lord’s feet, offered respects to the Lord. Brahmā offered foot water to the Lord’s raised feet. Brahmā of spotless fame, who appeared from the Lord’s navel, then worshipped the Lord with devotion and praised him. Tarka means scriptures of logic. Itihāsa refers to Mahābhārata and other scriptures. Aṅga refers to the Vedic aṅgas like sikṣa, kalpa, nirukta, chandas, vyākaraṇa, and jyotiṣ. Purāṇas refers to Brahma Puraṇa and others. Saṁhitā refers to Brahma-saṁhitā and others. Satyaloka is devoid of the practice of inferior karma-kāṇda. Abhyagṛṇāt means “he praised.”
Experts in self-control, logic, history, the four Vedas, Āyurveda, Dhanurveda, and yogīs who reached Brahmaloka by knowledge — all came to worship the Lord's upraised feet. Diverse mastery converges at the same feet. All paths terminate at His foot.
Reflection Questions

  • What expertise of mine has been pursued but not finally directed to those feet?

O King, the water from Lord Brahmā’s kamaṇḍalu washed the lotus feet of Lord Vāmanadeva, who is known as Urukrama, the wonderful actor. Thus that water became so pure that it was transformed into the water of the Ganges, which went flowing down from the sky, purifying the three worlds like the pure fame of the Supreme Personality of Godhead.

Here we understand that the Ganges began when the water from Lord Brahmā’s kamaṇḍalu washed the lotus feet of Lord Vāmanadeva. But in the Fifth Canto it is stated that the Ganges began when Vāmanadeva’s left foot pierced the covering of the universe so that the transcendental water of the Causal Ocean leaked through. And elsewhere it is also stated that Lord Nārāyaṇa appeared as the water of the Ganges. The water of the Ganges, therefore, is a combination of three transcendental waters, and thus the Ganges is able to purify the three worlds. This is the description given by Śrīla Viśvanātha Cakravartī Ṭhākura.

— A.C. Bhaktivedanta Swami Prabhupāda
Viśvanātha Cakravartī Ṭhākura Gauḍīya
Translation
O King! The water from Lord Brahmā's pot, purified by washing the lotus feet of Vāmanadeva, became the water of the Gaṅgā. Falling down from the sky, it purifies the three worlds like the pure fame of the Supreme Lord. The water from his pot became purified by washing the Lord’s feet and then became the Gaṅgā. However, in the Fifth Canto it is mentioned that the Gaṅgā arose from the water outside the universal shell, which was pierced by Vāmana’s toe nail. Elsewhere it is said that the Gaṅgā is directly a liquid form of Nārāyaṇa. It should thus be understood that all three of these mix and become the Gaṅgā. This Gaṅgā falls (patatī should be patantī) in the sky and purifies (nimārṣṭi) the three worlds.
Water from Brahmā's kamaṇḍalu washed Vāmana's feet and became the Ganges, flowing through the three worlds. Ordinary water, touching the Lord's feet, becomes sacred river. Contact with Him transforms substance.
Reflection Questions
  • What ordinary substance in my life would become Ganges if I let it touch His feet?
  • Where do I keep ordinary things ordinary by withholding them from any sacred contact?

Lord Brahmā and all the predominating deities of the various planetary systems began to worship Lord Vāmanadeva, their supreme master, who had reduced Himself from His all-pervading form to His original form. They collected all the ingredients and paraphernalia for this worship.

Vāmanadeva first expanded Himself to the universal form and then reduced Himself to the original Vāmana-rūpa. Thus He acted exactly like Lord Kṛṣṇa, who, at the request of Arjuna, first showed His universal form and later resumed His original form as Kṛṣṇa. The Lord can assume any form He likes, but His original form is that of Kṛṣṇa ( kṛṣṇas tu bhagavān svayam ). According to the capacity of the devotee, the Lord assumes various forms so that the devotee can handle Him. This is His causeless mercy. When Lord Vāmanadeva resumed His original form, Lord Brahmā and his associates collected various paraphernalia for worship with which to please Him.

Viśvanātha Cakravartī Ṭhākura Gauḍīya
Translation
Brahmā and the lords of the planets and their followers in great respect arranged for worship of their master, who reduced his size again. The Lord withdrew his form as Trivikrama and became Vāmana again (saṅkṣiptātma-vibhūtaye). Brahmā and others, coming there, arranged for worship (balim) by offering foot water and other articles.
Brahmā and all planetary deities worshiped the Lord, who reduced from universal form to original Vāmana. The Lord assumes whatever form devotees can handle. His causeless mercy adjusts to capacity.
Reflection Questions
  • What form of the Lord can I actually handle right now, and is He meeting me at that level?
  • Where do I want a bigger form than I am ready for, refusing the meetable form He offers?

Translation
When the demons saw that their master with a vow of sacrifice had lost all his possessions to Vāmanadeva, who had taken them away on the plea of begging three paces of land, they became indignant and spoke as follows.
Bali's followers saw their master had lost everything by the three-paces trick and grew angry. The followers' anger does not match the master's acceptance. We often hold grudges on behalf of those who have already let go.

Translation
Our enemy, Viṣṇu, dressed in the form of a begging brahmacārī, has taken away all the possessions of our master who, because of his position in performing sacrifice, has given up the power to punish. Barhiṣi means “in sacrifice.”
Bali, bound by yajña's etiquette, has given up his power to punish — Viṣṇu, our eternal enemy, took advantage. The followers blame the timing. They mistake their master's spiritual maturity for tactical disadvantage.

Translation
O King! When the associates of Lord Viṣṇu saw the demons attacking, they took up their weapons while smiling and repulsed them.
The Lord's associates saw the violent demons coming and smiled, taking up weapons to stop them. Divine attendants smile even at threat. The smile is not innocence — it is confidence. Protection is in place.
Reflection Questions
  • Can I smile at threats I face, knowing whom I am sheltered by?
  • Where do I respond with panic where the dharmic posture is calm-armed amusement?

Translation
Nanda, Sunanda, Jaya, Vijaya, Prabala, Bala, Kumuda, Kumudākṣa, Viṣvaksena, Garuḍa Jayanta, Śrutadeva, Puṣpadanta and Sātvata, as powerful as ten thousand elephants, killed the demonic army. In order to show the frightful nature of offending the devotees of the Lord, expansions of Jaya and Vijaya fell from Vaikuṇṭha. [Note: The original forms remained in Vaikuṇṭha and in the present pastime they assist the Lord in the fight. Their expansions playing the roles of demons stayed n the material world until Kṛṣṇa liberated them. ] This has been explained in the description of Vaikuṇṭha in the Third Canto. Nāgas are elephants which move around Lokāloka mountain range. [Note: See SB 5.20.39.] Or they are elephants who are vibhūtis of the Lord in Vaikuṇṭha.
Nanda, Sunanda, Jaya, Vijaya, Garuḍa, Jayanta, Śrutadeva — Viṣṇu's named associates, powerful as ten thousand elephants — began killing the demons. The named retinue is real. We are not protected by anonymous forces.
Reflection Questions
  • Whom can I name as my own 'associates of Viṣṇu' — and have I cultivated such a circle?
  • Where am I trying to survive on anonymous luck rather than named alliance?

When Bali Mahārāja saw that his soldiers were being killed by the associates of Viṣṇu and when he remembered the curse of Śukrācārya, he prevented his angry soldiers from fighting.

Previously, being empowered by providence, you defeated a great number of such followers of Lord Viṣṇu. But today those same followers, having defeated us, are roaring in jubilation like lions.

Bhagavad-gītā mentions five causes of defeat or victory. Of these five, daiva (providence) is the most powerful ( na ca daivāt paraṁ balam ). Bali Mahārāja knew the secret of how he had formerly been victorious because providence was in his favor. Now, since that same providence was not in his favor, there was no possibility of his victory. Thus he very intelligently forbade his associates to fight.

— A.C. Bhaktivedanta Swami Prabhupāda
Viśvanātha Cakravartī Ṭhākura Gauḍīya
Translation
The many followers of Viṣṇu who were defeated by you, because you had strength by fate, have now defeated us, and are roaring in jubilation. Seeing that the demons covered with ignorance could not understand philosophy, Bali then gave inspiring instructions that they could accept. Previously the devatās had been defeated by you who had great strength by fate (daivena ṛddhaiḥ).
Previously, empowered by providence, you defeated many of Viṣṇu's followers; today they roar in jubilation having defeated us. The remembered past validates the present diagnosis. Providence, not skill, was the variable.

Translation
If providence is in our favor, we shall be able to gain victory over them. Therefore we must wait for the time which will be favorable to us. Arthatvāya means “able to produce benefit.”
Unless providence favors us, we cannot win — wait for the favorable time. The devotee learns to wait. Action without time-discernment is exhausting and futile.

— A.C. Bhaktivedanta Swami Prabhupāda
Viśvanātha Cakravartī Ṭhākura Gauḍīya
Translation
Thereafter, on the day of pressing soma, after the sacrifice was finished, Garuḍa, king of the birds, understanding the desire of his master, bound Bali Mahārāja with the ropes of Varuṇa. Virāṭ means “king of the birds.” Garuḍa understood the Lord’s intentions. “Having accepted all of Bali’s possessions, my master now desires to accept Bali’s very self. Unable to pay his debt, the Lord will become Bali’s door keeper. In order to broadcast to the world the Lord’s dependence on his devotee and the excellence of his devotee, I will show everyone Bali’s indestructible fortitude by punishing him.” Thus Garuḍa bound him up. Sūtye ahani means “on the day of pressing soma.”
On soma-pāna day, after sacrifice, Garuḍa understood his master's desire and arrested Bali with Varuṇa's ropes. The arrest is meant to display Bali's tolerance to the universe. Sometimes binding is broadcasting.

Translation
When Bali Mahārāja was thus arrested by Viṣṇu, who is the most powerful, there was a great roar of lamentation in all directions throughout the upper and lower planetary systems of the universe. Rodasyoḥ means “in heaven and on earth.”
When Bali was arrested by Viṣṇu, a roar of lamentation rose throughout upper and lower planetary systems. The arrest of a great devotee makes the whole cosmos cry. Even-handed grief acknowledges the rare quality of the bound one.
Reflection Questions
  • Whose binding by the Lord have I failed to grieve because I assumed it was deserved?
  • Where would the cosmos itself lament for me if I were arrested — what does that imply about how I should walk?

O King.
O King, the Supreme Personality of Godhead, Vāmanadeva, then spoke to Bali Mahārāja, the most liberal and celebrated personality whom He had arrested with the ropes of Varuṇa. Bali Mahārāja had lost all bodily luster, but he was nonetheless fixed in his determination.

When one is bereft of all his possessions, he is certainly reduced in bodily luster. But although Bali Mahārāja had lost everything, he was fixed in his determination to satisfy Vāmanadeva, the Supreme Personality of Godhead. In Bhagavad-gītā, such a person is called sthita-prajña. A pure devotee is never deviated from the service of the Lord, despite all difficulties and impediments offered by the illusory energy. Generally men who have wealth and opulence are famous, but Bali Mahārāja became famous for all time by being deprived of all his possessions. This is the special mercy of the Supreme Personality of Godhead toward His devotees. The Lord says, yasyāham anugṛhṇāmi hariṣye tad-dhanaṁ śanaiḥ. As the first installment of His special favor, the Lord takes away all the possessions of His devotee. A devotee, however, is never disturbed by such a loss. He continues his service, and the Lord amply rewards him, beyond the expectations of any common man.

— A.C. Bhaktivedanta Swami Prabhupāda
Viśvanātha Cakravartī Ṭhākura Gauḍīya
Translation
O King! The Supreme Lord Vāmana, then spoke to Bali Mahārāja, tied with the ropes of Varuṇa, who had lost all wealth but remained undisturbed in his intelligence, since he had become most famous. Though Bali lost all wealth, he remained undisturbed in intelligence (sthita-prajñam), because though he lost all wealth, he gained all fame (udāra-yaśasam).
Vāmana spoke to Bali — who had lost bodily luster yet remained fixed in determination. Sthita-prajña: the devotee unmoved by loss. The body fades; the inner resolve does not.
Reflection Questions
  • Where am I letting bodily/material loss shake the inner resolve that should hold steady?
  • What practice produces the kind of fixedness Bali shows under arrest?

— A.C. Bhaktivedanta Swami Prabhupāda
Viśvanātha Cakravartī Ṭhākura Gauḍīya
Translation
Of these possessions, with one step I have occupied Bhūrloka, and with my body I have occupied the entire sky and all directions. And in your presence, with my second step, I, with my original form, have occupied Svarga owned by you. Tanoh means “by my body.” Svam means “Svarga which is your wealth.” Ātmanā means “by my form.” Trivikrama is not some other form, by my very svarūpa. By one step I have covered the earth from the eastern side of Lokāloka mountain range to the western side.
With one step I occupied Bhūrloka and the sky and all directions; with the second, the upper planets — in your presence. The Lord narrates the steps to make the consumption visible. Charity must be witnessed for the giver's benefit.

Because you have been unable to give charity according to your promise, the rule is that you should go down to live in the hellish planets. Therefore, in accordance with the order of Śukrācārya, your spiritual master, now go down and live there.

It is said:

nārāyaṇa-parāḥ sarve na kutaścana bibhyati svargāpavarga-narakeṣv api tulyārtha-darśinaḥ

“Devotees solely engaged in the devotional service of the Supreme Personality of Godhead, Nārāyaṇa, never fear any condition of life. For them the heavenly planets, liberation and the hellish planets are all the same, for such devotees are interested only in the service of the Lord.” ( Bhāg. 6.17.28 ) A devotee engaged in the service of Nārāyaṇa is always in equilibrium. A devotee actually lives transcendentally. Although he may appear to have gone to hell or heaven, he does not live in either place; rather, he always lives in Vaikuṇṭha ( sa guṇān samatītyaitān brahma-bhūyāya kalpate ). Vāmanadeva asked Bali Mahārāja to go to the hellish planets, apparently just to show the entire universe how tolerant he was, and Bali Mahārāja did not hesitate to carry out the order. A devotee does not live alone. Of course, everyone lives with the Supreme Personality of Godhead, but because the devotee is engaged in His service, he actually does not live in any material condition. Bhaktivinoda Ṭhākura says, kīṭa janma hao yathā tuyā dāsa. Thus he prays to take birth as an insignificant insect in the association of devotees. Because devotees are engaged in the service of the Lord, anyone who lives with them also lives in Vaikuṇṭha.

— A.C. Bhaktivedanta Swami Prabhupāda
Viśvanātha Cakravartī Ṭhākura Gauḍīya
Translation
Because you have been unable to give charity according to your promise, you should live in the hellish planets. Therefore, being pleased, enter hell along with your guru. “What should I do if I cannot fulfill my promise?” You should live in hell. The Lord now speaks to show to the world the steadiness and pure bhakti of Bali. Niraye means “in hell.” This is approved by your guru. You can ask your learned guru whether what I now say is reasonable or not. Actually, since even a person with bhakyābhāsa should not go to hell, just for breaking your promise you also cannot go to hell. Niraye can also mean nilaye, since r and l can be interchanged. Thus, please go and live to my abode Vaikuṇṭha (nilaye). Though now I am ordering you to enter my special place Sutala supplied by me, after your position there is finished I will have you enter Vaikuṇṭha. Though you disregard you guru, because you know he is opposed to me, I understand that he has lost his discrimination out of great affection for you. He is also dear to me. Therefore go with him to Sutala.
Related verses
Unable to give as promised, the rule is to go to hellish planets — by Śukrācārya's word, go. The 'rule' is invoked, but a Nārāyaṇa-devotee sees heaven, hell, and liberation as equal. Hell is no threat to one whose orientation is the Lord.
Reflection Questions
  • Where do I fear 'hell' more than the Lord's plan?
  • What 'sentence' of mine could be reframed as the Lord's invitation, not as punishment?

Far from being elevated to the heavenly planets or fulfilling one’s desire, one who does not properly give a beggar what he has promised falls down to a hellish condition of life.
Viśvanātha Cakravartī Ṭhākura Gauḍīya
Translation
Far from being elevated to the heavenly planets or fulfilling one's desire, one who does not properly give a beggar what he has promised falls down to a hellish condition of life. The meaning is clear. However, seeing the results of the Lord’s words later, this verse has another meaning. Since you are my devotee, your desire to take the position of Indra is useless, since Svarga falls much below Vaikuṇṭha. Though now you will be situated in Sutala, you are more elevated that being in Svarga, since the pleasure of Sutala is not available in Svarga. You will especially (vi) and excellently (pra) attain (lambhate) me, the possessor of all four purusārthas (arthinam), by completely (ā) giving (danena) what you promised, since you offered everything-- body and soul--to me. This means that you will attain me as your door keeper because of your complete surrender.
One who does not give the beggar what was promised falls to hellish life — far from heaven, far from desire-fulfillment. The cosmic accounting is severe. Broken promises to beggars cost more than we admit.

Being falsely proud of your possessions, you promised to give Me land, but you could not fulfill your promise. Therefore, because your promise was false, you must live for a few years in hellish life.

The false prestige of thinking “I am very rich, and I possess such vast property” is another side of material life. Everything belongs to the Supreme Personality of Godhead, and no one else possesses anything. This is the real fact. īśāvāsyam idaṁ samaṁ yat kiñca jagatyāṁ jagat . Bali Mahārāja was undoubtedly the most exalted devotee, whereas previously he had maintained a misunderstanding due to false prestige. By the supreme will of the Lord, he now had to go to the hellish planets, but because he went there by the order of the Supreme Personality of Godhead, he lived there more opulently than one could expect to live in the planets of heaven. A devotee always lives with the Supreme Personality of Godhead, engaging in His service, and therefore he is always transcendental to hellish or heavenly residences.

Thus end the Bhaktivedanta purports of the Eighth Canto, Twenty-first Chapter, of the Śrīmad-Bhāgavatam, entitled “Bali Mahārāja Arrested by the Lord”

— A.C. Bhaktivedanta Swami Prabhupāda
Viśvanātha Cakravartī Ṭhākura Gauḍīya
Translation
Being falsely proud of your possessions, you cheated me by saying “I will give.” Therefore, you must live for a few years in hellish life, as the result of lying. “Then what will happen?” Please listen. (There is another meaning to the verse.) You are more respected by people than Indra (āḍhya-māninā) because you have attained me especially (vipralabdhaḥ). Therefore I give this result. Enjoy for some years the pleasures of Sutala, the abode whose result is the highest truth (vyalīka), since it is given by me. Then during the eighth Manvantara, I will put you in the post of Indra and after that take you to my abode Vaikuṇṭha. Thus ends the commentary on the Twenty-first Chapter of the Eighth Canto of the Bhāgavatam for the pleasure of the devotees, in accordance with the previous ācāryas. Chapter Twenty-two Bali Achieves Sutala
Falsely proud of your possessions, you promised land you could not deliver — so live a few years in hell. The Lord names the false pride as the deeper sin. The visible failure is downstream of inner inflation.
Reflection Questions
  • Where has false pride about possessions led me to promise what I could not deliver?
  • What 'inflation' in my self-assessment needs correction before my next promise?
