विष्णुर्गत्यैव चरणौ नोदतिष्ठत्तदा विराट् ।
नाडीर्नद्यो लोहितेन नोदतिष्ठत्तदा विराट् ॥ ६७ ॥

Lord Viṣṇu entered His feet with the faculty of locomotion, but the virāṭ-puruṣa refused to stand up even then. The rivers entered His blood vessels with the blood and the power of circulation, but still the Cosmic Being could not be made to stir.

Gauḍīya
Translation
Viṣṇu along with the organ of locomotion entered the gross feet, but the form did not arise. The river devatās along with the circulation organ entered the veins, but the form did not arise.
Personal Guidance
Viṣṇu enters the feet with movement; rivers enter the blood with circulation — but the Being still won't rise. Even the Lord-feature for movement and circulation can be active without consciousness arising. Activity is not awakening.
