विष्वक्सेनो विषूच्यां तु शम्भो: सख्यं करिष्यति ।
जात: स्वांशेन भगवान्गृहे विश्वसृजो विभु: ॥ २३ ॥

Translation
In the home of Viśvasraṣṭā, the Lord will appear from the womb of Viṣūcī as the expansion known as Viṣvaksena. He will make friends with Śambhu.
Personal Guidance
Viṣvaksena, plenary portion of the Lord, will appear from Viṣūcī's womb in Viśvasraṣṭā's home and befriend Śambhu. The incarnation makes friends with the Indra. Divine activity always includes relationships, not just acts.
