Aṅgirā Ṛṣi asked the King whether his mind was also under control. This is most essential for happiness.

Translation
If the King's mind is fully controlled, everyone is under his control. All the worlds and their controllers offer tribute to him.
He asks whether the King’s mind is under his control. Anuvaśaḥ means dependent.
