Dhruva Mahārāja went to the northern direction of the Himālayan range. In a valley he saw a city full of ghostly persons who were followers of Lord Śiva.

In this verse it is stated that the Yakṣas are more or less devotees of Lord Śiva. By this indication the Yakṣas may be taken to be the Himālayan tribes like the Tibetans.

Translation
Going north, the King saw the city filled with Yakṣas and followers of Śiva in a valley of the Himalayas.
In a Himālayan valley Dhruva finds the Yakṣas' city, peopled with ghostly Śiva-devotees. Even those nominally aligned with the divine can be opposed to your dharma; affiliation isn't endorsement.
Reflection Questions
  • Where am I assuming someone's religious label means they're aligned with what I'm being called to do?
  • Which 'ghostly' opposition do I need to face rather than diplomatize my way around?
