All the ṛṣis, Manus, demigods and descendants of Manu, who are especially powerful, are plenary portions or portions of the plenary portions of the Lord. This also includes the Prajāpatis.

Those who are comparatively less powerful are called vibhūti, and those who are comparatively more powerful are called āveśa incarnations.

— A.C. Bhaktivedanta Swami Prabhupāda
Viśvanātha Cakravartī Ṭhākura Gauḍīya
Translation
All sages, Manus, devatās, powerful humans (sons of Manu), along with Brahmā’s sons, are also considered to be vibhūtis of the Lord.
Commentary

Having described the avatāras, now the vibhūtis are described.

Even the great ṛṣis and demigods are portions of the Lord. The hierarchy of beings doesn't replace Him; it expresses Him. Authority itself is borrowed, never owned.
Reflection Questions
  • Where do I treat my own authority (at work, at home) as owned rather than borrowed?
  • How would I lead differently if I clearly remembered the authority flowing through me is His?
