Those who experience no suffering at all, who perform all actions while taking shelter of Kṛṣṇa, and who always taste the happiness of continuous prema are known as the perfected devotees.

When a devotee is never tired of executing devotional service and is always engaged in Kṛṣṇa conscious activities, constantly relishing the transcendental mellows in relationship with Kṛṣṇa, he is called perfect.
